Obtaining a driver's license in Japan is rather expensive, mainly due to mandatory attendance at a driving school.
Foreign residents who are in possession of a valid driver's license from their home country have it easier. An International Driver's license from any country that is a signatory to the Geneva Agreement permits you to drive in Japan for one year after the issuance of the license or your entry into Japan. International Driver's licenses must be obtained in your home country (usually through the national automobile association) before coming to Japan. Note that International Driver's licenses issued in some countries, such as France, Germany and Switzerland, are not recognized in Japan. A national driver's license from these countries, along with Japanese translation, will be accepted for up to 1 year. Contact the respective embassies or consulates in Japan or the Japan Automobile Federation (JAF) for details on how to obtain a translation. Foreigners who reside in Japan for more than a year and wish to continue driving in Japan must convert their driver's license into a Japanese license by taking an eye exam, aptitude test and possibly a practical exam.

If you happen to be involved in an accident, call the police at 110, then an ambulance at 119 if there are injured people, and try notifying your insurance company as soon as possible. In order to claim your insurance from your insurance company, you must obtain a traffic accident report from the police.

2. Wear your seatbelt - Both the driver and the passengers need to wear seatbelts.
3. Do not park on the road, always park your car at a parking meter or in a parking garage.

In Tokyo, you will be able to have quick access to the overall city by using the Metropolitan Expressways. The Metropolitan Expressways are toll-roads, stretching from Tokyo to the suburbs such as Yokohama. Tolls for a standard-sized car is ¥700 yen for the Tokyo Routes, ¥600 yen for the Kanagawa Routes, and will be doubled for large-sized cars. Tolls must be paid either in cash, by highway card or coupon ticket at the entrance in advance. ETC (Electronic Toll Collection System) is also available at some tollgates.

The system requires the driver to have an ETC-compatible credit card for insertion into a transponder slot. As the vehicle passes through the tollgates, the fare is recorded on both the expressway computer system and the IC card in the transponder via the technology of wireless telecommunication. In order to use an ETC system in your car, you will need ETC cards and an ETC transmitter, available at your local automobile accessories stores.
